EU Scaleup Europe Fund moves toward first investments in AI and quantum

The European Commission has completed the legal steps needed to establish the Scaleup Europe Fund, a €5 billion (£4.2 billion) initiative designed to back Europe’s most promising deep tech scaleups.

The fund will support companies in AI, quantum, cleantech, biotech and space, with first close and initial investments expected by autumn 2026.

From today, it will ensure our scale-ups can find what they need right here in Europe to grow into world-leading companies. To turn European innovation into our competitive edge.”

The fund sits within the existing European Innovation Council (EIC) Fund structure. The EIC Fund Board has selected EQT as the preferred investment adviser and fund manager after a competitive process.

Capital for the Scaleup Stage

The Commission has said that the fund is intended to help later-stage European technology companies secure the capital they need to grow without leaving the continent to raise it elsewhere. That places the initiative at the point where many companies have already built traction, but still need larger financing rounds to scale internationally.

“With the Scaleup Europe Fund we are building on Europe’s scientific prowess and strong performance in startups and closing the financing gap for our most promising companies to become global leaders while maintaining their base in Europe,” said Ekaterina Zaharieva, Commissioner for Startups, Research and Innovation.

According to Zaharieva, the Scaleup Europe Fund also demonstrates what can be achieved “in a short time when the Commission works hand in hand with leading private investors.”

The founding investor group includes Novo Holdings, EIFO (the Export and Investment Fund of Denmark), CriteriaCaixa, Santander/Mouro Capital, Fondazione Compagnia di San Paolo, Intesa Sanpaolo, Fondazione Cariplo, APG Asset Management on behalf of Dutch pension fund ABP, Wallenberg Investments and Allianz, alongside the European Commission. The Commission says its own contribution is backed by Horizon Europe.

AI and Quantum Are Central to the Fund

The sector list matters. By placing AI and quantum alongside cleantech, biotech and space, the Commission is signalling where it expects Europe’s next generation of scaleups to emerge. These are sectors that typically require significant capital as companies move from research and early commercial traction into larger growth rounds.

The emphasis on AI and quantum also reflects the Commission’s view that Europe has strong scientific output and an active startup base, but that many companies still need later-stage capital to scale.

Public and Private Capital Come Together

The Scaleup Europe Fund combines public capital with institutional investors and private market management. The Commission says the fund will operate through the EIC structure, while EQT will manage it on market terms.

That structure is designed to support companies at the point where financing needs rise sharply. The aim is not only to provide capital, but to keep more of Europe’s innovation value within Europe as companies grow.

A Wider Ecosystem May Follow

The European Innovation Council has also described the fund as part of a broader effort to support Europe’s deep tech scaleup ecosystem. In a LinkedIn post, President of the Board of the European Innovation Council, Michiel Scheffer, described it as “the first to create a myriad of Deeptech ScaleUp funds,” suggesting the initiative is meant to encourage additional specialist investment vehicles.

Europe’s technology sector is waiting to see how quickly the fund transitions from setup to deployment. It remains to be seen if this initiative will assist AI and quantum companies in securing later-stage capital and growing on the continent.
